Nashville, TN (Sports Network) - The Tennessee Titans have signed restricted free agent cornerback/kick returner Chris Carr to an offer sheet, the team announced Saturday.

Carr's former team, the Oakland Raiders, has seven days to match the offer sheet before Carr's contract with the Titans becomes valid.

The Boise State product has made 39 tackles in three seasons with Oakland, and returned an interception 100 yards for a touchdown in 2006. Carr has primarily plied his trade as a kick returner, leading the NFL in kickoff returns and kickoff return yards in 2005 and 2006.

Carr is the Raiders all-time leader in career kickoff returns (201) and kickoff return yards (4,841), and has returned 77 punts for 454 yards. However, Carr has never run back a kick for a touchdown.
